Department of State The information needs of the President, the Secretary of State, the Department and its overseas missions, and approximately 40 other governmental organizations working in U.S. diplomatic missions overseas, drive the need for improved IT investment management. Carrying out U.S. foreign policy in an increasingly interdependent, rapidly changing, and information-intensive environment presents new challenges. To meet these challenges, the Department needs secure modern technology to: 1) Provide timely and accurate information, 2) Analyze this information, and 3) Disseminate this information throughout the foreign affairs community.

In order to oversee the management of the government’s major IT investments, the Federal CIO developed a metric for each IT investment based on an evaluation by the agency CIO of whether the investment is likely to achieve its goals.
